《自然医学》杂志认为对魏于全指控调查权属于川大
张三按：“delicate”似应翻译成“敏感”或“微妙”而不是“棘手”。

非常感谢您（白秀才）对这事的关心。我们也注意到了这个（造假）指控。也许你能明白，这事是相当的棘手。所以，我不能再这里详细地讨论这个问题。我能说的是我们杂志无权对这事进行调查。这项调查特权属于魏博士所在的四川大学。如果他们的调查显示确实有科研不当行为，那时，我们可能会有所行动。之前，我们只能静观其变。
thanks for your interest in this matter. we are aware of the
accusations. and as you might imagine, the situation is rather delicate.
i'm therefore not able to discuss it at length. i will tell you, though,
that our journal has no authority to investigate this matter. this
prerrogative belongs to the institute in which dr. wei works. if an
investigation at the source discloses misconduct, then we may act. but
until then, we are simply observing how the situation unfolds.

1. Handling Misconduct – Complainant（指控者）
诚实的指控：A good faith allegation is made with the honest belief that scientific misconduct may have occurred.
不诚实的指控：An allegation is not in good faith if it is made with reckless disregardfor or willful ignorance of facts that would disprove the allegation.
( I believe Si lusheng's allegation is not in good faith, so there is no need to initiate any investigation)
2. Handling Misconduct - Respondents（被控者）
被控者应严肃对待所有指控，阅读PHS和本研究所对学术不端行为的处理政策，收集文献，不攻击指控者，可请专家帮忙，注保密. 被控者所在的研究所应最大程度的保密
3. Handling Misconduct – Allegations（指控）应投向被控者所在的研究所，也可直接投向PHS。
