张三按:哈哈昨晚在xj论坛正与方氏拥趸们PK,一下出来这个,炸开了锅。这也会是未来一些天,xys、虹桥、bbsland的最热点吧。学界终于忍无可忍了,这个阵容,似乎是史无前例的。无论讨论什么问题,只要胆敢站在张三的对立面,就必然与邪恶为伍。:)请注意关键句:“对学术研究不端行为指控的调查,起初应当是非公开的”、“无罪假定”、“在缺乏适当调查的情况下,任何企图误导公众或利用新闻媒体去求得偏袒支持,或匿名进行公开人身攻击或传播谣言的行为都是不可接受的,必须加以制止”,指向为谁,不言自明。

绝大部分签名者,都是在美的生命科学界教授,几乎囊括了美国该领域华人精英。这应该是肖传国、丘小庆、魏于全诸案逐步升级、催生的结果,方舟子功不可没:)相信新语丝、虹桥、bbsland的常客都有参与签名,桂铭恐怕也在其中。:)这六条说理清晰,具有很大可行性。昨晚和各位方氏众拥趸热火朝天PK的心得,是充分认识到,做方氏拥趸的必要条件,是脑子不清楚:)

120位中国科学家关于科学研究诚信的公开信


120位在美国和中国工作的生命科学教授和其他科技工作者共同签署了一份致教育部部长周济,科技部部长徐冠华,国家自然科学基金委主任陈宜瑜和中国科学院院长路甬祥的公开信。在此公开信中,这120位学者表示了他们对中国科学研究的诚信的关切。

近来,国内出现了日益增多的对学术不端行为的指控,科学研究的诚信已成为国内新闻媒体和网站争论的一个论题。对此,公开信表达了这些学者对科学研究诚信的观点。

中国现在缺乏对学术不端指控的处理的适当机制。这会导致造假者未能适情处罚,或被无辜指控者得不到合法保护,正常的研究遭致困扰.这种情形不仅毁坏有关被指控的科技工作者的声誉,也影响正常的科学研究和国际科学界对中国科技工作者的信任。 

在此公开信中,120位学者根据针对如何处理科学不端的问题提出六条建议。签署者期望次公开信能够促使中国的研究机构和主管部门采取行动,建立一个公平,公开和正式程序和体制,妥善处理有关对学术不端的指控和有关学术诚信的议题。

尊敬的:  教育部部长周济 科技部部长徐冠华 中国科学院院长路甬祥 国家自然科学基金委员会主任陈宜瑜

作为科技工作者,我们十分关切国内近来多起有关学术研究不端的指控事件。我们愿意针对科学研究诚信的重要问题表示如下观点:

1. 我们反对任何形式的学术不端行为,并强烈主张一个科技工作者应当保持高标准的学术道德规范。我们支持揭露任何形式的学术不端。与此同时,要确证学术不端的案例,我们必须遵循合法和适当的调查程序。例如,美国公共卫生署关于学术研究不端行为的处理指南规定,对学术研究不端行为指控的调查,起初应当是非公开的,其首先应当由所涉及机构的内部委员会调查并处理。“无罪假定 (Innocent until proven guilty)”是我们在调查学术不端的指控时必须遵守的一个重要原则。

2. 如果争论或指控不能够在该研究机构内部解决,那么,更高的主管部门和基金支持机构或专业协会应当介入,建立外部调查委员会,直到问题得到圆满解决。在调查期间,不论是指控者或被指控者,都应受到合法保护,其身份应该保密。被指控者有责任和授权调查者合作,提供原始数据和研究纪录。一个好的解决案例将能为今后的实践树立先例,并帮助科技工作者培养良好传统。

3.在处理学术不端的指控时,为了避免可能出现的混乱结果,也为了对关于学术不端行为辩论的当事人双方公正,我们建议中国的研究机构主管部门建立起合适的程序和一个由学术专家组成的权威机构来处理学术不端的真实指控。这包括建立制度,在需要时建立特别专家委员会来迅速调查真实的,对学术不端行为的指控。我们建议科技部、教育部、科学院、自然科学基金委协调建立国家权威机构,对有关学术不端指控的调查,提供政策和机制。

4.我们必须区别正常的学术辩论和对学术不端的指控。作为原则,我们应当在中国培养公开而负责的学术辩论的传统。这种公开讨论或辩论必须有负责的态度。因此,在任何有关学术辩论的公开通讯中都应当签署实名,以表明其责任。有关学术不端的公开指控,我们也鼓励举报者签署真名以示负责,或者,为了保护举报者,发表的机构应该代举报人负责。我们支持公众和任何人的言论自由。争论双方均有权争辩或答辩。对于科学问题及争辩应当用进一步的实验,特别是用来自不同实验室的进一步的实验来解决。我们相信,建立一个对于重大事件进行实名负责公开争论的优良传统,是促进中国科学研究基本建设的一个重要部分。

5.为了防止学术不端行为的发生,我们建议中国的高等院校和研究机构设立有关科学研究诚信的必修的专门课程,教育学生和科学研究工作者有关科学诚信的道德规范和处理学术不端的适当程序,从而为中国的学术研究创造一个健康的环境。

6.我们理解并感谢公众对于学术不端行为的强烈指责。很显然,公众有权利知道科技工作者利用公众基金所从事的研究活动。可是,我们应当指出,有关学术不端行为的问题,由于其过于专业化和技术性,一般需要由一个专家组成的委员会加以调查,判断和决定。在缺乏适当调查的情况下,任何企图误导公众或利用新闻媒体去求得偏袒支持,或匿名进行公开人身攻击或传播谣言的行为都是不可接受的,必须加以制止。

科技工作者的道德诚信是科学进步基石。此信的署名者诚挚地希望本公开信能促进中国建立公平的规则和权威的的机制来维系和保护中国学术研究的道德诚信,

An open letter endorsed and signed by 120 Chinese professors / scientists who work mostly in Universities in USA, has been sent to Mr. Xu Guanghua, the minister of Science and Technology of PRC, Mr. Lu Yongxiang, the president of Chinese Academy of Sciences and other officials in China. In the letter 114 signees have expressed their concerns on issues of integrity of scientific research in China.

This letter addresses a burning situation that there are increased allegations against scientific misconduct in China, and the issue of research integrity is becoming a national debate in the news media and internet websites in China.

The absence of xxxxal mechanisms in China to deal with the allegations of scientific misconduct results in a confusing situation: there is neither consistent punishment for the guilty nor legitimate protection of the innocent. Such confusion damages not only the reputation of those involved in the allegation, but also the research environment in China and the trust of the international community in Chinese scientists.

In this open letter, 120 signees have made a number of suggestions for dealing with scientific misconduct in China. They hope that the letter will prompt institutions and governing bodies in China to take firm actions to establish a fair, open and xxxxal system for dealing with allegations against scientific misconduct and other issues related to integrity of research.

An open letter on research integrity in China

We are a group of scientists who are concerned with the allegations of scientific misconduct reported recently in China. We would like to express our views on this important issue of research integrity.

1. We are against any kind of scientific misconduct, and we strongly believe that all scientists should maintain high ethical standards. We encourage exposure of any scientific misconduct. However, to substantiate a case of scientific misconduct, a legitimate due process of investigation must be followed. As an example, in the US, the Public Health Service (PHS) has issued specific guidelines concerning research misconduct: the investigation of an allegation of misconduct should initially be kept confidential, and be first handled by an internal committee of the institution involved. We believe that the principle of "innocent until proven guilty" should also be observed in the investigation of allegations of scientific misconduct.

2. If an allegation of scientific misconduct cannot be resolved at the institution level, a higher governing body, funding agencies, or professional societies may also be involved when necessary, and external committees of investigation can be convened until the issue is satisfactorily resolved. It is important that both the complainant and the respondent are legally protected and their identities are kept confidential during the investigation. The respondent who is alleged to have committed scientific misconduct has the responsibility to cooperate with the authorized investigators by presenting raw data and research records. A well-resolved case can set an example for future practice and for fostering a tradition of proper behavior for scientists.

3. In order to properly handle allegations of scientific misconduct, to avoid any possible chaotic consequences, and to be fair to both parties involved in an alleged case of scientific misconduct, we recommend that institutions or governing bodies in China set up due procedures, mechanisms and a chain of authorized standing committees/offices composed of academic experts in the field for handling scientific misconduct. This includes establishing special committees of experts at the institutional level to promptly investigate any allegations raised in good faith. We suggest that the Ministry of Science and Technology, the Ministry of Education, the Chinese Academy of Sciences and the National Natural Science Foundation of China set up authoritative agencies at the national level to provide policies and mechanisms for investigation of allegations of scientific misconduct.

4. We should make a distinction between scientific disputes/debates and allegations of scientific misconduct. We should cultivate/nurture a tradition of open and responsible scientific debate on important scientific issues. This open debate requires responsible comments. Real names in any open academic debate should be used to show this responsibility. We also encourage a whistle blower of scientific misconduct to reveal his/her true name if s/he chooses to adopt an open communication route and be responsible. Alternatively, in protection of the whistle blower, the agency that communicates the allegation to the public should assume the responsibility of such an action. We support freedom of expression by the public and by every individual. Both parties in a dispute have equal rights to question or rebut the other party’s arguments. Scientific questions and disagreements may be resolved by further experiments, preferably by scientists from other laboratories. We believe that
establishing an honorable tradition of responsible open debate on important issues, where participants use their real names, is an important step toward building up an infrastructure conducive to scientific research in China.

5. As an important measure to prevent scientific misconduct, we suggest that universities and research institutions in China establish necessary and required courses for students and researchers on research integrity, science ethics, and understanding the due procedures in handling of scientific misconduct. This is a necessary step in the establishment of a healthy environment for research in China.

6. We understand and appreciate the public outcry against scientific misconduct. The public has the right to know what scientists have done with public funds, and to question whether or not the science is properly conducted. However, we would also point out that questions concerning scientific misconduct may be highly specialized and technical, which should normally be investigated, judged and resolved by a committee of experts, and the resolutions should be made available to public. Attempts to influence public opinion, in the absence of proper investigation, by making personal attacks anonymously in public, or to spread rumors are not acceptable and should be discouraged.

The progress of science is dependent on integrity of researchers. It is the sincere hope of the undersigned that this open letter will prompt China to establish fair rules and official mechanisms to maintain and safeguard the integrity of scientific research in China.
